It depends on what’s inside. PDFs full of photos or scans often shrink a lot with “Shrink photos”; text-only PDFs are usually small already, so savings are modest. You always see the exact size before you download, and if a setting can’t make your file smaller, the tool tells you instead of giving you a bigger file.
Lossless never changes how the pages look. Shrink photos re-saves photos at a lower resolution and quality, which you may notice when zooming in; text and drawings are untouched. Strongest turns each page into a picture, so text can no longer be selected or searched.
